For anyone planning to stay in shap in 2011 it will be advisable to book well ahead as there are a lot less b & bs available than a few years ago .  fell house(still listed on most tourism websites) is no longer a guest house . The safest options are the ones listed on this accommodation page (you can be sure that the information on here is as local and up to date as you will get anywhere)

the kings arms

The kings arms hotel .The recently refurbished kings arms is situated in the middle of the village,on the left hand side if you are coming into the village from the motorway or from the south on the A6. The kings arms has 7 rooms ,all  refurbished to a high standard ,5  are en-suite , rooms are £45 single ,£75 twin ,£75 double and £90 for family room .(their website has not been updated for a long time so i suggest you ring to check)
